    That's true. But I imagine Starfleet wanted at least a Captain to command the Enterprise-D which was the flagship.

    Also we saw Commander Sisko being in charge of the Defiant.

    I think the paper work just got held up on that.

    They tried to make him a Captain as soon as the Defiant was first posted but even the bureaucracy of the Federation is a slack witted mule.

    Who cares what their rank is. Someone is the Boss Person of the ship and that's that.

    But inside the Federation, when a ship with a captain says jump, all other ships commanded by commanders have to jump.

    Just because it's a paperless society, don't think that there isn't paper work.

    One series did so. It was even addressed as meta-narrative in one episode:

    (And yes, making Sisko a commander rather than a captain was considered by many at the time to be a reflection of the studio's unease with racial issues.)

    He knew who took them (Chakotay) and who crashed them (Chakotay).

    Paperwork is about knowing where something is, or the burning wreck of it.

    And every time after Chakotay crashed a shuttle and did not return it to Kim, then Kim made the XO fill out an accident report and shifted all liability from his lap.

    You see, what should have gotten Kim in Trouble is how Seska snuck a fricking replicator off the ship and he didn't notice.

    That's the same as you coming home from work tomorrow with a photocopier.

    How shit is your office manager if s/he doesn't notice till after the new year?

    Also IF I worked in an office I would steal something a lot more interesting than a photocopier. Like maybe people's personal coffee mugs. With their DNA on them.

    Sisko was so unhappy at the beginning of the series, they should have made that something for him to grouse about. "Those featherpluckers at Starfleet Command didn't promote me to captain because I'm BLACK!"

    My holonannies will be programmed to be beach bums. They'll just drift around, vaguely making sandwiches and offering the kids fruit. Of course they will be ready to intervene in the case of dangerous behavior or flailing in the pool etc.. and they will move FAST. But everything will be so chilled out that you might go quite a few years before you see such excitement.

    Which would be a nightmare. You wouldn't be able to enjoy the Vulcan Love Slave trilogy without going to court for all the debauchery you'd get up to within the comforts and privacy of the holosuite.
