Not a bad idea but I see Janeway & Tuvok teaming up against Harry, while Chakotay defended him instead.

Carey was just a hypothetical example, just to keep it from being someone we'd never seen before gunning for Kim's job.

And yeah, exodus, you're probably right. Chakotay would fight for Kim. Tuvok would be the one saying the other guy was the logical choice.

What would have been ironic (and entirely possible within the writers' room I suppose), is if Seven had been given some sort of official officer status by Janeway, rank of Lieutenant, and replaced Harry at Ops. Harry becomes Neelix's kitchen slave.

Operations is not desirable, or someone would have taken it from Kim.

Maybe Harry didn't get promoted simply due to ambition. He was ambitious enough to keep asking for it, but not ambitious enough to prove he deserved it through job performance. Sort of like if someone constantly recommends himself for a moderator position on a forum site, he's not going to get it.

Fine, Torres should have been promoted too. I guess they could have made LCDR Chakotay a full CDR.
