I always figured they were dead to him. His wife and kids left him when he was down. The one person who stuck with him and believed in him then was Ziyal. Even then he was willing to accept her as collateral damage to further his goals.

When he was back on top, why would he want to reconcile with a group of people who didn't believe in him? I'd see his vanity shining through that he got back on top without them and didn't need them. He'd probably consider himself merciful for not having them rounded up and put in a labor camp.
That attitude would explain why throughout all the events of the last two seasons he remains amicable to former lieutenant, good old loyal Damar, who served faithfully when Dukat was at his lowest. The last decent thing Dukat ever does is urge to him to be the leader Cardassia needs, and I'd almost argue he's doing that for Damar's sake rather than his people's.

Dukat's feelings for Ziyal were the closest he had to love. Twisted and possessive, but with just enough of a genuine emotion to fool himself (and sadly Ziyal).

It was like he was trotting her out as proof that he was a real person, a good person who could love and be loved by this innocent.

I think he wanted to create the prefect family with him being both a savior and protecter at the same time. However, when he lost that he went over the deep end.
I do think he loved his daughter which you can see in the last scene they had together . He was holding onto the last thing that gave him a reason to live
