Most people are not linear in progressing in some aspect of their lives that's particularly difficult. There's usually a "two steps forward-one step back" problem at least once, if not several times. The Seven we saw at the end of the series had progressed beyond the Seven we saw in "Scorpion." Regarding catsuits... they look very good on real cats. On Seven they looked striking, but given that one of the things she wanted in her holodeck fantasy was a uniform, it would seem she was starting to want to fit in more with the rest of the people on the ship.

The funny thing about my love of Seven is that I can't recall ever having actually seen her series debut, Scorpion P2, before, although I'm just about to remedy that.

Yeah she doesn't show up until part 2 -after- they make the deal and start working together. Part 1 ends with the Borg Cube dragging Voyager into the cliffhanger while they were in the process of negotiating that deal.

Loved Seven, though I agree she got considerably over used in many episodes.
And I adored the catsuits. What can I say, I like catsuits, it's my thing. Though whoever thought that sludge brown was a good colour should go sit on the naughty step. A rich, chocolate brown maybe, but that muddy monstrosity? I weep for the wasted spandex.

They really chose well with Jeri. Any actress could have provided the boobs and body, but Jeri's interpretation also provided the brains of the character. A lesser actress could have delivered the dialogue, but perhaps not as convincingly.
