It isn't the same Excelsior. There's references to an Excelsior but apparently it's this one:
Ron Moore was once questioned about the Excelsior mentioned in Interface and he claimed the intent was that it was meant to be the same ship Sulu commanded. I guess he didn't know about the computer display in The Measure of a Man. Hell, this is the first I learned about it, and that's saying something.
