JJ (though it's odd that TNG-era Prime Universe Romulans have gone back to have a smooth forehead).
Nothing odd there, presumably not all Romulans in the 24the century have forehead ridges. After all, in Unification Spock walks the streets of Romulus baring his smooth forehead for all to see and no one asks "where's your ridges?"

We saw Romulans with hair in Old Spock's mind-meld flashforward.
I thought those were Vulcans.

^They're Romulans according to the script. That, and Spock is saying "I promised the Romulans that I would save their planet" as they're shown.

According to scenes cut from ST09, the bald heads and tattoos are part of the Romulan mourning process.

It doesn't say that in this version of the script: http://www.imsdb.com/scripts/Star-Trek.html

In fact that dialogue is omitted. But that script is different from the film in many places. Is there a later version?

It's also likely this was a ritual of the Romulan mining class, not every Romulan on Romulus.

That's the script I was thinking of, but it seems I misremembered. My apologies.

Romulans had a caste society?

The soup kitchens seen in "Unification" seem to indicate that there are classes or castes, yes.
