Her is a cool documentary on the Civil Air Patrol. The CAP cadet program was very popular among youth. Do you think the Federation would still permit CAP to exist or would the Federation have it's own auxiliary and youth cadet program? Do you think the federation would recognize the benefits of having an organization like CAP and still permit CAP to exist as an SAR(search and rescue) and youth development component of Starfleet?

Oh I would think so. They would start in the trainer craft. Maybe end up in a Lunar fighter wing if they enter the service--then graduate to deep space craft. Earn your way up to FTL.
