Excalbians, sure, why not? Nanoprobes might like silicon-based lifeforms, too.

Sheliak, no, don't think so. Their lawyers would never allow assimilation. They'd keep the Borg tied up in courts for decades.

I think the Borg would subscribe Shakespeare in regards to lawyers.

I don't know, maybe try to compare the physiologies of Excalbians and Sheliak with physiologies of species the Borg have assimilated, or likely have assimilated. You did a good job speaking about the Excalbians.
