No they should not have written him off the show. He is big, solid, good looking and makes a fine hunk of ballast for Janeway. Kes is too weak and little for that role.

Chakotay in the later part of the show is... just there. He's probably even doing something important. But it's so dull and uninteresting, every scene he's in just makes me want to hit the fast forward button.

I think he's paid for his attitude, he doesn't get that many parts. Yes, he does plays in LA, but that's not as visible to the larger Trek audience.

Of course, MANY Trek actors don't get that many parts, at least those whose characters were not focused upon and who didn't go into directing. Maybe some have lost interest--or have other interests--but I think there are so many actors in Hollywood that, for most of them, it's amazing to land a role at all!

True, alas in 3 seasons KES hugged Janeway more than Chakotay got to in 7 seasons.
