This is nuts. First of all, Federation lives were already put at risk through the joint operation with Son'a, so that one doesn't even wash.

Federation lives weren't at stake until Picard got involved.

You would seem to be saying (perhaps unintentionally) that the multiple billions of people outside of the Baku group have an equal right to the particles, as do the 600 people inside the Baku group.

There is no indication that the relocated Baku would be exclude from the same access and explosure to the harvested particles, as the rest of the people in the Federation, nor is there any indication that they would have any kind of special access.

However, it is clear that after harvesting, the Baku would no longer enjoy sole access.
