If Spock can mind-meld with and understand a Horta which doesn't even use spoken language at all, I think a Tamarian would present no problem.

Given that we don't know exactly what goes on inside a Vulcan's head, the thoughts of a Tamarian might make a lot of sense to Spock, more so than a Human's thoughts.

You're assuming that the Tamarians think as we do. What if they think in metaphors?

Then the story behind the metaphor comes along with the mind meld....

Vulcans see, as per said by R. Star, in thoughts, emotions and understanding while mind-melting.
They see a thought, and all underlaying layers, the behind it, so to speak.
Even the thought of the most insane would suddenly become understandable, since a mind-melt gives the understanding behind that insanity.
A pure Emotion-based race to name something would be clear to a Vulcan.
Of course, how the Vulcan will come out of the mind-melt, that's something entirely different...
In the case of the emotion based race, he might become overly emotional and be 'corrupted' in this sense... (in the Vulcans point of view)

Just a suggestion... you'd have better thread participation if you had entitled it "Spock mind melding with a Tamarian" or something to that effect. Just "Spock" is extremely ambiguous.

Nevertheless, I think a Vulcan would be able to. The mind melding doesn't require vocal language. The concepts themselves are people, places, events, feelings, thoughts, etc... all possible to relate. It was the language construct and grammar that was the impediment to understanding them that Picard and his crew faced.
