No one said it was created by Judith & Garfield Reeves Stevens, who are responsible for some of the better Trek novels as well as the final season of ENT.
The Reeves Stevens don't seem to be involved beyond the initial concept phase. Co-Executive Producer Gillian Horvat is credited with the ''Developed By'' title, which means whatever the R-S came up with, she took and developed into the show that we're seeing.
