Where was Garak in "Plagues Of Night"?

Why wasn't he the one talking to Bacco?

You might be getting Garak confused with Garan. Garan is the new Cardassian Castellan.

I think what he means is, Garak has been established as the Cardassian ambassador to the Federation AND he is a fan-favorite character, so having Bacco talk to him could happen.

However, I think it made more sense that Bacco went straight to the Castellan instead of dealing through an ambassador.
