Worf would have had deputies who should have been capable enough to handul things in his absence. Same goes for Geordi.

No you can make an argument that the make-up of the away teams exposed to many department heads to risk.

Then the deputies should have been the ones going on away teams.

Look at it this way, if there is a robbery in your town, the local chief of police doesn't show up, a couple of patrolmen go instead. The chief of police is back at the police station. Which is where Worf should have been.
