That grey sweater he had on was a glimpse of things to come. It was the beginnings of the TNG grey uniforms. He's the captain. Captain's prerogative. On a side note, I never really like that Darmok episode. T'nagra the walls fell.

There was also a similar "Captain's variant" of the First Contact uniforms, with a waistcoat instead of full jacket, that both Picard and Sisko were seen wearing a couple of times.

^Or a cultural bias. Some cultures may see certain shades of colors differently due to cultural reasons.
