Because it allows DS9 to be front and center in the action. In-universe, since its near Cardassian, Klingon, Romulan, Tzenkethi and Breen space, it would seem to be a strategic system for either side to control.

Except after this and Brinkmanship I expect the Typhon Pact to move away from want to move away direct confrontations since they don't actually want a war, especially since the factions that aren't fans of the federation likely don't have any useful Romulan support and the Tzenkethi got bitchslaped by the Cardassians, so that only leaves the Breen and I expect the rest of the Pact to keep them and the rest of that faction in line. besides that doesn't explain why they need the Robinson and Aventine in particular except to make some fans happy

You're forgetting the timing. He was captain of the Stargazer for 22 years, then TNG began 9 years later. The idea was that Picard was an accomplished, grand statesman who'd already had a legendary career, while Riker was his up-and-coming protege.

Patrick Stewart, on the other hand, was 47 when TNG began.

I wouldn't worry about book-only characters returning from the dead; even someone like Vaughn, who was as important and notable as a book-only character can be, I can pretty much guarantee we won't be seeing again. It's the TV characters who are considered integral parts of the original shows who we can't be assured will stay in the grave.

I still don't think Vaughan is completely dead and gone...

Even though. There's no long term planning in the Litverse and who knows what some author further down the line will decide.

I didn't get anything from Vaughan's last appearance that would make his 'being with the Prophets' any less likely than Kira's.
