"That's why you came to me, isn't it captain? Because you knew I could do those things that you weren't capable of doing. Well, it worked. And you'll get what you wanted: a war between the Romulans and the Dominion. And if your conscience is bothering you, you should soothe it with the knowledge that you may have just saved the entire Alpha Quadrant, and all it cost was the life of one Romulan senator, one criminal... and the self-respect of one Starfleet officer. I don't know about you, but I'd call that a bargain."

- Garak In the Pale Moonlight
This was just fantastic. And what a great episode.

The best quote you ever heard, from any character.

It can be any of the shows or movies.

Lets try to exclude the original star trek and enterprise though... the original series was before my time and enterprise was just terrible.
TOS was before my time, still not a valid reason to exclude it from a question about the best line in Star Trek history.

And whilst ENT might not have been the sstrongest show it doesn't mean it wouldn't have some good lines.

They used to say if man could fly, he'd have wings. But he did fly. He discovered he had to. Do you wish that the first Apollo mission hadn't reached the moon, or that we hadn't gone on to Mars and then to the nearest star? That's like saying you wish that you still operated with scalpels and sewed your patients up with catgut like your great-great-great-great-grandfather used to. I'm in command. I could order this. But I'm not because, Doctor McCoy is right in pointing out the enormous danger potential in any contact with life and intelligence as fantastically advanced as this. But I must point out that the possibilities, the potential for knowledge and advancement is equally great. Risk. Risk is our business. That's what the starship is all about. That's why we're aboard her. You may dissent without prejudice. Do I hear a negative vote?

Spock's delivery of "Live long and prosper" (to the Vulcan science council), in the most sarcastic tone imaginable, in ST XI.

Picard's final speech to the court in TNG's "Measure of a Man."

Data (ST:FC): "Believing oneself to be perfect...is often the sign of a delusional mind."

Sarek (ST XI): "You once asked me why I married your mother...I married her because I loved her."

Something I seldom say to a customer, Jim. In this galaxy, there's a mathematical probability of three million Earth-type planets. And in all of the universe, three million million galaxies like this. And in all of that and perhaps more, only one of each of us. Don't destroy the one named Kirk.
