The Star Trek Rules do not go in order. Just like NCC registry numbers.

Rule 30: Saving planet Earth instantly absolves you of all prior wrongdoings (including but not limited to: theft of a Starfleet vessel, disobeying direct orders, destruction of said Starfleet vessel, precipitating an intergalactic incident)

Rule 31: Starfleet is allowed to hand out completely insane promotions to members of the Earth-saving club.

Rule 32: The Temporal Prime Directive can and will be ignored in all instances where a feel-good ending is at stake.

Rule 35: Klingons/Romulans/Future San Fansisco/Saavik always looked like that. Andorian antennae always moved. Data's skin was always that shade of gold. Kirk's eyes have always been blue. Kirk's Enterprise was always the second one. Picard was bald at the academy. Stop asking quesions.
