Excluding the episodes that have already be named, I'd pick Treachery, Faith and the Great River. Love both the A and B plots.

The Die is Cast, that episode is an absolute game changer for the entire DS9 series. Garak torturing Odo, Garak trying to work for his father but having second doubts. Big Dominion trap, lots of Jem'Hadar ships. This is the episode that shows the future epicness of DS9 from seasons four to seven. This would be another worthy canditate, aside from His Way.

I would have to choose Far Beyond The Stars. Despite not being a normal episode, no other episode gets the feel of the series down like that one.
