I don't think Janeway/Mulgrew is sexy in an obvious way, like Seven's Jeri Ryan was. Janeway was someone who could tone down or play up her sexiness depending on the situation. For example, in her captain's uniform she might not get a second look, but when she donned the costume for Arachnia in one of the Captian Proton holodeck episodes, I actually thought Janeway/Mulgrew looked quite lovely, and showed off a fairly enviable figure. She looked classy and sexy in that dress, without going over the top like they tended to with Seven's catsuits.
