As I think about the title I would have much preferred "The Caped Crusader Rises" or the "The Rise of the Caped Crusader. Or just plainly "The Caped Crusader."

Not as far as the people of Gotham know. Batman took the fall to preserve Dent's reputation and save everything that Dent had accomplished in Gotham.
