It's definitely Montalban, but I'm not sure the image doesn't date from a few years before TWoK was made. Oddly, the hair and the clothing keep making me think "Chief Dan George," even though they don't resemble each other that much. The tie pin is naggingly familiar, but I haven't placed it yet.
