That's Chekov remarking on the security alert appearing on his console towards the beginning of The Search For Spock, just after they arrive at spacedock. He says it to Scotty (in Russian) when he goes over to Chekov to check what's going on.

Exactly. It's one of only two times in all of Trek that Chekov actually speaks Russian (the other is in Generations right before he says "You and you, you've just become nurses").
