No. It doesn't prove anything at all.

Look at all this Tommy Westphall crap, for example. Taking the final scene of St. Elsewhere on its face, and accepting that the mere presence of a character is evidence of crossover, about 90% of all TV series in existence would be linked, through that one character. Just sharing a character is not enough to prove a link. You've got to have regular, scheduled crossovers. Like L&O and Homicide.

You cant have the case of Law&Order in one episode watch (or talk about watching) the X-Files and then in the next one, meet Mulder & Scully?

Favorite actual cross-over was X-files and the show COPS !

- Lost and the movie Waterworld, when the Mariner final finds dry land, it's the island.
- CSI (Las Vegas) and Hannibal, sequal to Silence of the Lambs. Dr. Lector is up to his old ways in sin city.
- TOS and Alien, there was a superior animation on you-tube. I want live action now.
- Highlander and US Marshal Samuel Gerard, Tommy Lee Jones's charactor from a couple of movies, MacCloud been leaving headless bodys all over america and the world. They never really got into the police response to what must of been, with all immortals, thousands of corpses. Gerard is a bulldog, he doesn't stop. Might get a CSI out of Duncan too.
- Burn Notice and Miami Vice, Micheal and Sonny must meet.

Take a page from Stargate SG-1. When the series in the series Wormhole X-treme was being made, the Air Force let it.. plausable deniability. In a reality where the X division exists, letting a series be made about it is the perfect cover for it's operations.

think about it, all those very public alien invasions, when did that happen in the Law & Order time line? British society in the Whoverse (& most likely the whole of humanity) is very different in the Whoverse than it is in the real world, something that is not seen on Law & Order.

Perhaps. But remember that Law & Order gives us a very limited view of their world. We rarely ever see anything that doesn't directly deal with the case at hand. Even details about the characters' personal lives are rare & incidental. (For god sake, we didn't even know Serena Southerlyn was a lesbian until her final scene on the series!) So just because we don't see evidence of alien invasions on Law & Order doesn't mean they don't happen.

Also, on Doctor Who, it seems like every time one of these invasions happens, the people try very hard to forget about it the minute it's over and act like it never happened until the next invasion. (I suspect UNIT or Torchwood has access to a neuralizer from Men in Black.)

It makes it less likely but not impossible. Although they are owned by the same company now, Homicide and Law & Order were owned by separate companies at the time their crossovers were made. A difference in production companies also didn't prevent John Munch's cameo on The X-Files.

The Sesame Street cameo was hilarious! You have not truly seen John Munch until you've seen him in Muppet form!

I guess this helps explain why he's barely on Law & Order: SVU any more. He's too busy making crossover appearances on every other TV show ever made! (Next I'm hoping to see him digitally inserted into a remastered episode of Bonanza.)

well Torchwood: Children of Earth, talks about the effects of all the alien invasions on the residents of the Whoverse, and its not like society is just going to forget the Cyberman/Ghost thing, it was a massive part of popular culture, it was featured as a storyline in Eastenders, unless Torchwood block those episodes from being repeated, its always going to be there.
