The video didn't say much of anything, besides this being his 1000th arrest with most of them being for public intoxication. In most parts of this country it takes some effort to get arrested for that, something like harrassing others, panhandling, singing loudly at 3am, exposing yourself, being belligerent with the responding officers, etc. Most of them time they just escort you home and tell you to stay inside until you've slept it off.
