The President was Colin Powell. The VP was Howard Dean (all of his sections were in Vermont)/ The specifically note that the POTUS and VPOTUS were from different parties/

Meh, I always thought it was Obama but I can't remember when it takes place. I know the book came out in 2006 and there was a fair amount of hype around him at the time.

It was Powell, at one point in the book it mentions that he (the president) didn't even ask about his family members in Jamaica

Sort of sounds like the movie Ever Since The World Ended. There are no zombies in it but it deals with the aftermath of a global disaster. Also Adam Savage is in it!

I have a copy of World War Z, and I plan both to read it soon, and to follow it up with this.

You can never have too many zombie apocalypses.

You want to read a good book along the lines of what you cited above, try Earth Abides by George R. Stewart. Written in 1949 it's one of the best 'what happens to mankind and the planet after a devastating disaster' books.
