(May not have zapped any planets, but for creepy, up-close-and-personal despicability, he's still my go-to.)

 

Edit: I'm changing my entry. The Master has too many redeeming qualities still. XD

This one's gonna be tough, already several of my favorite "Love to hate" characters, and I'm sure there's more coming that will make this a really tough choice.
