What did he do for 9 years? Has this ever been addressed in a novel?

I have only read a few Star Trek novels so I am ignorant.

You want to read The Buried Age by Christopher L. Bennett, which shows what Picard was up to at various point during the years between the 'Gazer and the E-D (and is an entirely awesome read besides).

    Fictitiously yours, Trent Roman

Also, I believe the Picard story in 'Tales from the Captain's Table' takes place not long after the loss of the Stargazer.

Yep. It fits between Parts 1 and 2 of The Buried Age.
