Really not sure what there is to say it's a.... sorta humorous strip. I guess it's referencing Snoopy...? Not sure in the connection between TNG, "an old Federation ship" and Snoopy's dog house Red Baron cosplay. The warp engines sort of look like uncircumcised penises, though, so that got a giggle from me.
I'd describe it as "mildly funny". I wouldn't comment at all, but since the lack of comments was remarked upon...there you go.

There was an S.S. Beagle that was destroyed offscreen in TOS ("Bread and Circuses"), so that would be the Trek connection, FWIW.
