Not necessarily. Dogs are sloppier, more dangerous, harder to care for, and far fewer landlords are willing to allow them. So if you're not into all of that, then a very personable cat is the best choice.
Oh, I love doggies and kitties both, and would be happy with either. I usually consider myself a dog person, but more and more I've been thinking about being owned by a kitteh.

Here are two of my cats, my boys, sleeping next to a toy cat They are both 10 years old. They are complete mushes, you can pick 'em up, dance around the room with them, squeeze them, kiss them.. and they don't do anything but purr.
