If the holodeck is broken, I'd just wait for someone to fix the holodeck. I'd wait as long as it took. I don't want to catch any weird space STDs or end up pregnant with an alien baby. Not sure I'd be brave enough to take chances with the locals on unknown planets.

The thing about Star Trek is everybody looks good. Imagine if you designated a sex suburb in your city and then imagine who would be walking around the sex suburb. Probably wouldn't be as enticing as Risa..
Something tells me that Delta IV isn't a tourist destination. IIRC, if an offworlder even tries to have sex with a Deltan, could be disastrous. Besides, Deltans probably don't much care for tourists anyway. Ilia may have been friendly when she said this but she did call humans a "sexually immature species"...that doesn't sound like anyone the Deltans would want hanging around (no pun intended). Risa has got to have, what, a billion visitors a year? I'd just hazard a guess that every Risan gets a checkup for that reason alone.
Risan Customs Agents probably enforce a "no fat people allowed" rule there. If they really wanted to express a message of diversity or acceptance they'd have a girl like Rosanne Barr being led off by some Risan stud.
