Instead of making two separate threads I decided to just make this one.

Are their any books that feature Luther Sloan? And are their any books besides A Stitch in Time that feature Garak?

Hollow Men has Sloan and Garak in it...

And Sloan was a minor character in Catalyst of Sorrows as well...

Sloan was also in Shadow, the Voyager novel of the Section 31 series.

In books published after A Stitch in Time, Garak has appeared in Cathedral, Unity, The Lotus Flower, Fearful Symmetry, one of the Typhon Pact novels and The Never-Ending Sacrifice.

Garak was also in Demons of Air and Darkness. He also appears in some of the Terok Nor novels.

As for Sloan, I think the mirror universe Sloan has appeared in literature more times than the "ordinary" Sloan.

I think you might mean Doors Into Chaos, the Next Generation book in the Gateways series. Garak didn't appear in Demons of Air and Darkness.

Garak's appearance in Demons or Air and Darkness is very brief; he appears at the end.

Somebody should write a book about the founding of Section 31.

I don't see how that's the least bit plausible. The National Security Agency does signals intelligence, not field operations, and it's an agency authorized by law and answerable to the democratically-elected President and Congress.

By contrast, Section 31 is not authorized by any law or Act of Council, does not receive Federation funding, and does not answer to the Federation government. It's nothing more than a criminal conspiracy existing within the Federation government. Think the Turkish Deep State, not the NSA or CIA.
