I'm wildly speculating here, but there seems to be some fundamental incompatibility between Betazoid telepathy and Vulcan telepathy. (See the Voyager episode Meld.) Everyone thought Tarses was part Vulcan, not part Romulan, so perhaps Satie's assistant didn't want to do a more detailed scan because it would have been risky.

The alternate explanation is that it would have made the episode a lot less interesting.

Troi only has abilities when the writer wan't her to.
What about "A Matter of Time", all the writers have Troi do is say she isn't sure about him which is clearly bullcrap since she can easily tell if someone is lying in most episodes.

All that we know is that Sabin was Betazoid. He could have been only partly that, of course. It would explain a great deal as to why he didn't simply scan Tarses himself. But we don't know for sure how 'pure' a Betazoid Sabin was. If he was anything other than full Betazoid, they never said so.

I still say Tarses didn't lie. Either that, or the admissions policy is bogus, with Starfleet giving a crap what race (as opposed to species) you are. Did Sisko have to check "black" on his form?:wtf:

At any rate, isn't Betazoid telepathy largely intraspecies, with linguistic communication possible only in some special cases (imzadis and such) where the "protocol" or "language" of the other person's cognitive processes has been thoroughly learned?
