Why didn't they make the captain English?

Sometimes people wonder why they hired an English actor to play a French captain, but I wonder why they didn't simply make the character English. Why was it so important that he be French?

Because the creator of the show created a French captain.

Just Pretend France was annexed by Britain following WWIII and it can explain it away. :p

But more seriously I don't think the problem was casting a Brit to play a Frenchman rather they seemed to play more on Steward's British background rather than Picard's French background.

It happens. I've been here less than a year, and sometimes the topics seem to go into some sort of temporal causality loop.
