Repentance - Could the anti-death penalty message have been any more heavy-handed? Nevermind that they completely ignore one vital issue at hand - he was legally sane when he committed the crime. Feeling guilty about it afterwards means nothing. I'll also chime in with a vote against Repentance. The death penalty argument is tired and didn't need to be brought up again. Plus, Voyager has no business in the judicial affairs of these aliens. They don't know them and have no frame of reference to place judgement. Total PD issue with meddling, and we've had too many of those kinds of episodes. Plucked out like a mote in the eye. Didn't like seeing Seska again either, a character dispensed with that doesn't need another hook to appear once more.
I don't get the WCS hate. I mean, yeah, it's a problem with the holodeck episode, but the basics of it (solving a problem, coming up with a clever way to beat the bad guy) was nice. Not the best or most thought provoking episode, but a nice bit of popcorn.
