Ideas on how they'd have implemented it, give him some kind of secret poison or explosives he could smuggle in to destroy the president or what?

What offer? You can't count on everyone to remember every detail of every episode when you ask questions, buddy.

Weyoun offered to make him dictator of the Federation.

I would guess this offer would entail a large fleet of Dominion ships, a legion of Jem'Hadar all using Sisko's tactical knowledge, access codes and covering for them, and a big chef's hat that says "Dominion Puppet."

Weyoun would have suggested anything he thought might persuade Sisko. It doesn't mean he had any intention of honoring the offer.

The Dominion usually kept their promises, at least the letter of them. Weyoun made the same offer to Dukat, remember, and followed through. That is not to say Cardassia (or Dukat) were better off for it, though.

Yeah, Sisko would be expect to probably surrender DS9 to their fleet to give them the foothold and help with the actual takeover, but there's not reason for them not to honor the agreement unless Sisko doesn't.

The Dominion's not above breaking their word, but they don't do so just because they're evil, but for a reason.

I think they would have honored the deal. That seemed to be their MO. Find some guy willing to throw in with them to give them some legitimacy then take over. Good thing they never found Toral, son of Duras, after Worf and company left him in the Gamma quadrant.

I think it was said in jest, and to some extent as a tactic. Weyoun is a diplomat, so he has to psychologically sound out/gauge his opponents.

Though a Sisko Stalin would have been good to see lol..
