No, I think she was a bridge officer already, just not qualified for command of the bridge until the S7 episode. Who was it? I don't remember either. Wasn't it Riker, Data, and Worf who intially beamed over? Must have been one of them.
Wow... this is a good question, and I KNOW my TNG, lol. I would speculate Riker, but I think that's wrong, so I'm going to suggest Data.
I'm sure it was Riker. He led the first away team to board a Borg vessel in Q Who, and when they came across the Borg, they ignord them. So I vaguely recall he supposes that as long as they don't see someone as a threat, they just ignore them. I'll go ahead and ask another question, and see if anyone can positively confirm my answer.
