Who is the scariest Star Trek villian?

^Not sure what you meant to do with all the tags. In any case, the Romulans are exceptionally paranoid. Senator or not, it's hard to believe someone would be allowed to simply walk anywhere without being watched while in Ki Baratan.

In principle, perhaps. But if it's accepted that Romulan Senators have to be able to bring some things into the Senate chambers --- and unless Senate business on the floor is conducted entirely by memorization they have to be able to bring in some things --- then it becomes a matter of arranging to sneak something dangerous in. This may be a complicated problem, but the evidence on screen is that Shinzon and his groupies could solve that. That we didn't see how they arranged their confederate to murder the Romulan Senate reflects that Nemesis wasn't a heist movie --- where the point is to see how a system gets subverted --- but rather, well, a bunch of things blowing up while nobody cared.

How do you choose between an individual villain, and a villain species?

If I had to choose an individual, I think Gul Dukat takes it as the ultimate evil villain. Khan was bad, but Gul Dukat's death toll eclipses Khan's, when you include his years occupying Bajor, and the Dominion War.

If I had to choose a species, then the Borg.

The device that killed the members of the senate was (apparently) encased in something that didn't look out of place when Senator Tal'aura casually put it down on the table top. Outwardly an every day object?

Certainly it didn't simply scream "hey, I'm a weapon."

How was it brought into the senate building? Smuggled in, shielded, the guards at some level were in on it, or just paid off. After that, Tal'aura just walked it in, it's possible that in Romulan society high level senators are above being questioned.

 

She could have disguised it as any number of popular, harmless trinkets any Romulan might carry (kind of like how those two Klingons in TNG's "Heart of Glory" assembled a fully functional disruptor from items hidden on their uniforms). She's a Romulan Senator, so she has access to top secret ways to sneak things.

 

Shinzon would have been scary if he wasn't incompetent and if his motives made sense.

 

Course, I remember in the theater watching it and hearing my inner Tom Servo call out, ``Carol! You forgot your bomb! ... Oh.''

My individual: Q, that much power can do so much damage, even if he was also written as a comical character.

My species: the "Greys" who abducted crew members in TNG. Being able to probe and experiment while you sleep is a frightening concept.

 

The Vidians deserver more love. Star Trek has never been all that scary or horrific. But they were the most likely candidate. The makeup was particularly good (for Voyager), and the whole harvesting organs idea is total wig factor ten.

The Borg could be. They haven't yet.

The potential is there; they just need someone with the vision, skill, and knowhow to turn them into truly bad robots.
