I can get 500 bucks for being part Irish, and another $500 for being left handed. I even get a small scholarship for having an ancestor in the American civil war. So Kilingon is actually kinda normal. I'd rather have a Klingon scholarship than an Ayan Rand one.
What cracks me up, though, is that they claim it requires "absolutely no talent" to get that scholarship. As someone who has learned a foreign language and is also a conlang designer myself (though not on the Marc Okrand level), it takes a LOT of work to learn a foreign language as well as to design one. "No talent" my ass. Of all the ones up there, that one actually takes WORK--work that if you're successful, is a pretty good indicator the KLI isn't going to be wasting that money on someone who's going to flunk out (well, assuming the lucky winner doesn't hit the bloodwine too hard ).
