Here, back in August. Only a few replies at the time, nothing concrete. Some back-painted plastic, cut in such a way as to create the cone shape would do it. I'm not sure how you would close the seam though. The light source would have to be weak enough to fade out quickly. If you airbrushed the color, make it heavier the further down you go too.
I saw a UFO model like that at Starship Modeler a few years ago. Used an illuminated plastic cylinder to simulate the beam. There was cow, if I remember correctly. Edit: I found the model. Sorry, I was wrong. Depending on the size and weight of the model you could use one or two clear plastic doll cones with their tops chopped off.
