Is that a trick question? Picard's always had hair! If you mean "more hair" than usual, the only two I can think of at the moment are "Violations" and "Tapestry," as both have flashbacks of a younger Picard. Of course, Stewart also wore a wig playing a character from Henry V in "The Defector."
