I like the series a lot... i like the details on the oralian way... and the look on dukat as a young man. But heres my major problem. it goes out of its way to VILLIFY Kubus Oak. Id have preferred a kubus oak, who was a bit more convinced he was doing the right thing... trying to make the occupation as relatively painless as possible by cooperating with invaders, or at least protecting his own family... but the novels make him a singularly self serving jerk, and I think great potential was lost that way.
He made his choices, which included leaving with the Cardassians at the end of the Occupation and living on Cardassia. I think it was pretty clear he was a schmuck whose slippery slope had a joy ride element. How well did he live while Bajoran children starved in the camps?
Based on how he acted in the episode, giving evidence against Bareil in exchange for a pardon, I think the way he's portrayed in the novels is more believable than your suggested portrayal.
