What novel deals with Fetts return?

None, as Boba Fett was eaten by the Sarlacc. Some novels do deal with some other guy named Fett, though, one who is much more competent than the Fett we see in the movies.

The Bounty Hunter Wars I: The Mandalorian Armor, by K.W. Jeter, deals with Fett's escape from the Sarlaac and subsequent rehabilitation.

He first returns in the comic book Dark Empire merely saying "the Sarlacc found me indigestible", then it gets fleshed out in the Bounty Hunter Wars Trilogy.

Also, Dengar saves Fett at the end of his short story in the Tales of the Bounty Hunters novel.

Is that the comedy relief guy that a half-blind Han kills?

He also had a hell of a SCREAM when he went flying up into the side of Jabba's barge, too. So he has that going for him.

I heard there was an upcoming DS9 novel where the Breen decide to go with more powerful armor and they end up looking like Mandalorans...

He blew up a Republic Star Destroyer when he a kid. On screen not in a novel. He's not completely inept.
