I thought the Valyard was somewhere between the 11th and 12th regenerations, not the 13th doctor himself, more the twelth and a half

It's never really explained what the Valyard is. From what I've found over the years, some believe he is the 13th Doctor, others think he's some kind of Watcher created by the High Council to take down the Doctor at his trial.
