As I've said elsewhere, I think Insurrection's biggest problem is that it's afraid of it's own premise. The movie tries to pay lip service to the idea that this is morally grey territory, but they're never willing to give both sides equal weight. They were too afraid that part of the audience would disagree with Picard's actions (which happened anyway). So they spend most of the film screaming to the viewer "SEE? PICARD IS RIGHT!!!
" They try to have it both ways and wind up achieving neither.
