Then, how about a Star Trek story that deals with a new planet admitted to the Federation (after it's already done, not Bajor), and the adjustments that that world, and the existing Federation members would naturally have to make as a result?
And, to the question, the Federation will last as long as it keeps Janeway in coffee and Picard in Earl Grey. I can only imagine the disaster that would result if they ran out.....
