It also reminds me of the national emblem of Italy, the "seal" of the Italian Republic. The cogwheel symbolizes industriousness and stregth through cooperation (many cogs coming together to form a mechanism).

I type the following with my tongue firmly planted in my cheek and only as a cheap joke (not a cheap shot), but with over 50 governments in Italy since the end of WWII, I'm surprised to see a symbol of cooperation in the Italian emblem.
