I'm sure it's been mentioned before, but except when it's uncloaking to fire and briefly seen before cloaking, the only time the Enterprise is tracking the Romulan ship is while it's cloaked, and if it was only moving sublight when cloaked, then "simple impulse" makes sense. Maybe because "the power cost is enormous" it doesn't have enough power left over to run the warp drive when cloaked. To me that's the simplest answer and it avoids trying to redefine what impulse means or limit the Romulans to sublight speed all the time.
