Since this is early days for earth I bet a bunch of red shirt deaths would have jeopardized the program. They are supposed to be explorers and every death would be a shocking failure.

How many Enterprise personnel die during TOS?
Ex Astris Scientia has a page about that. It seems they had quite a number of casualties.
