Yeah, that's kind of the common pattern in a lot of these movies -- the hero saves the girl while the military takes out the monster.
Then there's Mothra vs. Godzilla
, which resolved the human-level conflict before the climactic kaiju battle, and thus tacked on a final-act rescue of a bunch of schoolkids to give the human heroes something to do. But then, in a lot of kaiju movies, the lead human characters end up just being spectators at the climax.
